ALBUQUERQUE (KRQE) – The man monitoring changes at Albuquerque Police, was at a council meeting on Monday, addressing concerns the city councilors had after the department’s first progress report.

Federal Monitor Dr. James Ginger says he and his team are still working on a plan for use of force training for officers.

He told councilors that his concerns are mostly with how the department creates new policies that would shape how officers behave.

But he says APD is doing well with their community outreach efforts.

In all, Ginger says APD is doing no better or worse than any other agency he’s monitored at the same point in the process.

He says he plans to file his next report in March.
