MILAN, N.M. (KRQE) – A police officer and another man are behind bars, charged with sexually assaulting a 20-year-old woman.
Milan Police Officer James Watters, 25, was arrested Thursday charged with second degree criminal sexual penetration and with providing alcohol to minors. Jessie Terrazas, 28, was also arrested in connection to the alleged assault, charged with fourth degree criminal sexual contact and with providing alcohol to minors.
According to court documents, Watters, Terrazas and a Grants Police sergeant picked up the victim from her home on Christmas Day and took her to Grants High School to drink. The victim told investigators the men sexually propositioned her, but she told them no.
Court documents state the Grants officer was dropped off at his home and the other three went to the New Mexico State University campus in Grants to continue drinking.
The victim told investigators that was where Watters and Terrazas sexually assaulted her. Watters and Terrazas told investigators their interactions with the victim were consensual.
Both men were booked into the Cibola County Detention Center on Thursday.
Milan Police said Watters has been placed on administrative leave.
Court staff told KRQE News 13 on Friday Terrazas’ bond was set at $50,000 cash or surety, while Watters’ bond was set at $100,000 cash or surety.
