Algodones to be declared in state of emergency

Algodones after heavy rains left neighborhoods there a mess.

It started July 23 when more than an inch of rain fell in less than an hour washing away a canal, leaving homes and yards flooded.

Six days later, another big storm struck and caused more damage.
