ALBUQUERQUE (KRQE) – The Torrance County Manager accused of fraudulently using taxpayer money to benefit her friend pleaded not guilty Friday.

Joy Ansley was arraigned on 10 counts of fraud, conspiracy and other charges.

She and her contractor friend and alleged lover Chris Valdez are accused of conspiring to steer county construction jobs Valdez’s way, then overcharging the county for those jobs.

After her arraignment the judge ordered Ansley to be booked in the Torrance County Jail then released. provides commenting to allow for constructive discussion on the stories we cover.
